This document is intended to point serials catalogers and check-in staff to the criteria for major and minor changes in a publication in order to determine if a new record should be created.
AACR2 characterizes changes in a publication as being major, requiring creation of a new record, or minor, not requiring a new record but perhaps justifying a revision of the existing record in some way.
Refer to Module 16 of the CONSER Cataloging Manual 2002 (which is available on the CIP Resource Shelf and Cataloger's Desktop) for the criteria for major and minor changes.
