Useful Fields:

SRVC_IND_CD	Code for Service Indicator, or Hold
EFFDT	Date the data or action takes effect
SERVICE_IMPACT	Code for Service Impact (restrict enrollment, etc.)

Criteria Notes:

A hold (SRV_IND_CD) can have more than one impact

Join from SRVC_IND_DATA to SERVICE_IMPACT to SRVC_IMPACT_TBL to understand the impact of a hold.
